Our dedicated Project Management team is here to help you through the entire process for your development project. Request an early assistance development meeting to discuss your project and learn about requirements and receive guidance from staff to help your application through the early stages of new development/re-development.

What is Your Project?

We understand that residents and businesses envision a project that they desire to build within the County. In most cases their project will require multiple permits or approvals depending on the complexity of the proposal. We want to understand the customer’s “immediate project objective” and then ensure that communications, processes, approvals, and actions are coordinated for the entirety of the project.

Our Service Commitment

We are committed to a partnership, between a customer and staff, working together to process development proposals in a more timely and predictable way.

Some key ideas and practices are established to support the partnership culture:

  • Both the County and the customer will appoint a single point-of-contact for project communications and coordination.
  • The County will assign multi-disciplinary team (MDT) members as required by the project complexity and scope. MDT members remain constant throughout the entire project to improve review consistency, where feasible.
  • Staff and customer representatives use proactive and supportive communications with each other. The County and customer points-of-contacts communicate regularly on the project progress.
  • The process will be structured to create time for appropriate team members and customer representatives to meet, confer on issues and solve issues.
  • Staff and customer are open to be creative in ways to resolve issues within the regulatory framework. Collaboration, open-mindedness, flexibility, and communication are all essential in this process.
  • If the team is unable to solve the problem for any reason, the project manager and appropriate staff members will elevate the issue. We guarantee a second opinion. We will work with the customer to determine the most appropriate path to together to a final decision and then get you there.

Our Core Customer Services

Early Assistance Meetings

Early assistance meetings are offered to identify required applications, establish project timelines and determine if there are any major issues prior to application submittal. The meeting is held with project manager and one or more team members.

Pre-Application Meetings

For all Type 1 – Path B (LDC Section 138-176) site plan applications, pre-application meetings serve a vital function in the development review process. This meeting provides an initial discussion between the applicant and County staff regarding the development review process and submittal requirements for a proposed development or project.

Role

The project manager acts as the single point of contact, opening the lines of communication by bringing an appropriate county team together, and greatly reducing the amount of time applicants spend going between staff members.

Multi-Disciplinary Team

A multi-disciplinary team will be assigned to the project. Team members could include representatives from zoning, DRS environmental, DRS engineering, public works, and other disciplines. The project manager will select the team based on the scope of the project.

Frequently asked questions about project management services

Can I schedule an Early Assistance meeting by emailing a request?

NO. Early Assistance meeting requests should be submitted through the  Pinellas County Access Portal. 

Click the link, then follow these steps: 

  1. Read and accept terms on the page. 
  2. Open the dropdown menu and select Development Review Meeting. 
  3. Complete the application.

Is there an application fee for a Pre-application meeting?

YES. Application Fee of $350.00 (credited towards site plan submittal) – invoiced after submittal.

Will I get documentation as part of the the Pre-Application Meeting?

YES. This meeting provides an initial discussion between the applicant and County staff regarding the development review process and submittal requirements for a proposed development or project. The pre-application will be reviewed by the DRC Technical Review Staff prior to the DRC meeting. Technical comments will be provided to the applicant in advance of the meeting.

Can I submit a hardcopy of the Site Plan requirements?

NO. All projects must be submitted electronically through the  Pinellas County Access Portal. . A Project Manager assigned to your project can assist with the submittal.

Can I apply for a Building Permit while my project is under Site Plan review?

YES, provided the Project Manager approves a Concurrent Review Request . The approved request must be included with your Building Permit application documents at the time of submittal.
